On February 25, 1928, a petition "praying for the establishment of the Martin County Fresh Water Supply District No. 1" was signed by and presented to the county judge by:

On April 3, 1928, by unanimous vote of the Martin County Commissioners Court the District was established. The first elected Board of Directors were:

G. F. PARKER
The first Assessor Collector of taxes elected for the District was E. M. MASSIE, winning by a landslide.
District Funding
The District levies and collects a tax for operation and maintenance purposes. The funds collected go toward planning, constructing, acquiring, maintaining, repairing, and operating all necessary land, plants, works, facilities improvements, appliances, and equipment of the District. Funds are also used for paying costs of services, engineering, legal fees, and organization and administration fees.
